my friend came to korea with a public school but wants to quit before teaching because of personal reasons. what can she do?

If she took any money for an air ticket or anything else (recruiting fee) she should pay it back before leaving. Other than that she can just leave. |

If she is on an F4 then she is free to quit and walk whenever she wants to. She is under no obligation (legal or otherwise) to stay or begin employment.
The employer has no recourse other than to sue to recover any expenses like airfare.
It would be appropriate for her to repay anything like air-tickets that she may have received (but NOT a recruiters fee).

Yes she should be paid for any time worked - but I am sure that if an airline ticket was provided, they will subtract the price from the pay, etc. |

No.
She can leave the day after payday and then use the labor board to chase the employer for any outstanding money owed for wages (if there is a holdback or delay between the pay period and pay date).
If she has not started yet, just leave. There is no repercussion if she doesn't owe money for airfare.

I "canceled" a contract after it went to immigration. As long as the contract date hasn't started, she should be able to get out of it.
In my case, immigration just treated it as a transfer from my first school to third school. They didn't pay attention to this second school. I do suggest you tell her NOT to put this in a resume. Recruiters will question her on it.
I think she will need to get her documents back. Maybe the CRC will be hard to get back, that would be my main concern. |

She is on an F4... no immigration to worry about.
Just leave and find a new job... hope she has money for a place to stay while she finds new work.
