I did a google search and apparently the only post on this was one guy who couldn't get it to work.
Since I've been banging on doors getting this straightened out for the last week I'm going to post on it.
The I-PIN is a new alternative to using your ARC to sign-up everywhere. This is good news for foreigners. While many sites now have foreign sign-up areas, there are still plenty that don't. Some of those feature I-PIN sign-up areas, which means we have half a chance of getting in the door.
One of the problems we just had was one of the I-PIN providers, Siren24, had an issue with foreign created I-PINS, any site that used them as a provider (which was many) was kicking back an error and not letting us sign-up. After several e-mails to involved parties, I got someone from Siren24 to call me and over a few phone calls I got them to realize their error and they put an engineer on it and fixed it so Siren24 powered sites are open to foreigners.
the site itself is in English.
I wrote up a little bit about it as well as some of the current outstanding issues with the I-PIN on my blog as part of what I write about Korean video games.
The english sign-up form for the i-pin is here:
http://www.g-pin.go.kr/center/main/index.gpin?request_type=REQUEST_TYPE_CHANGE_LANG&request_code=en
You don't have to go read about it on my blog if you don't want to.

| What is the I-PIN? The I-Pin is a kind of alternative to using your ARC on every website. This is extremely useful for foreigners as many Korean websites don't feature specific sign-up pages for foreigners. The process is fairly simple first you'll make an I-PIN using your ARC but then on subsequent websites you can use the I-PIN to sign-up. It is the same sign-up page that the regular Koreans use. There are actually several companies that provide I-PINs. As a foreigner there is one we should use. |
One thing I've already done is write 공공 and ask them if it is possible for foreigners to set a "korean" name that would be passed to the site on registration as verified. I think some korean sites that don't work for us with the I-PIN are dying because the name passed to them is different than what they expect. Nexon.com and Netmarble.com both spit back name error messages when I try to sign-up for them.
If you'd like to encourage change in the system, send them an e-mail at:
[email protected]
tell them you'd like greater access to Korean sites as a foreigner living in Korea (especially you F-series guys!!) and allowing people with big English names to set a small Korean 한글 name that would be passed to the site for registration (But still linked to maintain realname verification) would be incredibly helpful and a positive step towards enjoying your life more here. |

| Got a message from Netmarble, apparently foreigners with names longer than 14 characters will experience sign-up issues (mine is 19). So it might be a good idea to lobby g-pin to allow us to set shorter 한글 names. Netmarble has indicated that there is a plan to fix this, but..they didn't exactly say when. |

| Mods should sticky this - it's a pretty positive and decent step towards getting around that damn foreigner registry number problem. |

| Alright, I give up. Apparently someone has figured this out, but it's not me. I went to that site, registered my name and ARC number. Saved it all. Can login and logout without a problem. Can't get a usable number, though. I've clicked every button on the site that I could see. I think "To get Public I-Pin Number" sounds like the logical one? Or "Getting Public I-Pin" perhaps? Anytime I click either of those, it says I must log out. Wtf?? |

Your I-PIN is the username/pass
it's not a new number.
when you go to one of the Korean sites to sign-up instead of inputing the number off your ARC you can click the I-PIN option and a pop-up will let you input that user/pass to verify your ID. |

The site I want to sign up for (http://www.fifteenlife.com) doesn't have any button that says "I-Pass" or anything of the sort. What to do then?
I kinda assumed this would just give me a REAL number I could use. Is there any way to get my hands on one of those? (Short of asking a Korean friend, which I'd rather not...) |

How long is your name? I just tried it and it told me the name has to be 14 or less. This is the same issue Netmarble has right now. You can e-mail the site and ask them to update their registration to include the I-PIN option and/or increase the name size limit beyond 14 characters.
With 3 names that gives us a little less than 5 letters for each name and for most westerners that isn't going to happen, unless you're name is bob tom smith.
The I-pin is a little new, and a lot of smaller sites haven't added it yet. Most big sites have it or a foreigner sign-up.
Apparently they're working on improving foreigners access to the system:

[edit]
still looking for a contact e-mail for them.
some sites really hide it. |

| Not specifically on this topic, but why is this nonsense necessary in the first place? I mean, who decided it would be a bad idea to include valid Korean ID numbers where the second string begins with a 5?? |

The 5 is used for foreigners. All of the starting numbers are used for different groups of people. What I've read and been told is that the foreign database and korean database are actually two separate databases. So even if we started with another number by some fluke, we'd still be in a different database. Most sites, especially smaller ones don't subscribe to it and don't take it into account with their sign-up. Now, keep in mind I was first told this a few years ago, so I don't know if they've ever merged them but most sites haven't updated their login pages to handle big names. I know one guy who has a shorter name red_devil above, his is less than 14 characters. Maybe if he gets a chance he can try a quick sign-up on this site and see if he can get by the page and find out if its a foreign database issue or a name length issue.
How many characters is your name btw? |

| Oh and another thing. Most sites where you login with i-pin it will pop up a new browser window to login to your i-pin service. Sometimes the window hides behind your current one or if you have pop up blocker you might not see it. |
