Could someone please tell me what the role of "whom" in the following
sentence is?

He worked very hard and become the man whom he wanted to be.

Does whom function as the complement of "to be", as a relative
pronoun, or as both?

Both. Relative pronoun is its lexical category while its syntactic function is the complement of "to be."
