On Demonoid, there is a torrent for a VLC plugin, that allows the streaming of 70 british TV channels. BBC Live was one of them, i believe.

If you need an invitation code, PM me.

If you join a VPN you can get all the BBC and ITV channels live, and access to the online content also.

For the world cup http://atdhe.net/index.html has both ITV and bbc

For only scheduled programs I've not found anything very reliable.

A VPN is a virtual private network. I use one that has about 30 different connections for the UK, U.S., and Hong Kong. It is basically a dedicated proxy server that will trick the U.K. server into thinking you are in the U.K. which will allow you to access BBC content. In the U.S., CBS, NBC, ABC, Hulu and FOX have all of their content available online to people living in the States. There are other options like FoxyProxy or Hotspot that are free, but they seem to be hit and miss. The service I use costs about $60 for the year. I'm a tennis junky, so to be able to get full Wimbledon coverage on the BBC is worth the price alone.
