just talked to my friend who just did it.
to get the plates, you need to contact my friend whos name is on the paperwork. he will take the papers in and get the bike deregistered.
he gets some new papers, signs them gives them to you.
you go to the gu office and register it in your name. pay the insurance fee and get the plates.

there is a good sticky and some other posts on the subject

If it's 250cc, then you'll need the 'super bike license', won't you? They aren't gonna give you any plates if you don't have that.

But 800,000 won for a Comet? Now that's a good price!

Okay, that doesn't sound to hard...

I can't pm since I don't have 25 posts yet.

I'd be interested in checking it out sometime this weekend (and buying it).

Shoot me an email at [email protected] and i'll get back to you.

you don't need any form of license to get plates. Just proof of insurance and your passport and alien card. Some places don't need the passport, but bring it in case.

Yea, I didn't need my license (even though I have one). Only proof of insurance, ARC, and passport was needed.

you need a proper bike license for anything over 125cc. you are allowed to ride anything under with a regular automobile license.
