Hi, I'm new here, please bear with me on some questions that have prolly been asked repeatedly. (Also, sorry if it's the wrong board)

1. I am based in California (SF, at the moment. More on that later). My diploma, from a school in Massachusetts, is in the possession of my parents in Rhode Island. Considering the apostille process at my school is a bit convoluted (basically, I have to send a request with the diploma in hand, as well as several other things), I was thinking that it could be apostilled by my parents without that. But, being Rhode Islanders, my parents don't want to drive far (i.e., to Boston). TL;DR: Is there an office in Bristol County (MA) or close to the RI border that does apostilles?

2. Given my questionable state residency status (I haven't claimed residency outside RI, even though I haven't lived in the state in five years), I was just going to get a federal background check. Where do I get that in SF? Do I just go to the federal building near City Hall? (I think it's on Golden Gate and Larkin)
