No, but how does that work here? If you've got an American or Canadian license can you get certified here without testing?

(I've been out of ham radio for years but the topic is of interest...)

Yes, they changed the law a couple of years back so that you can get reciprocal licensing now (if you are licensed back home already). Just Google the KARL (Korean Amateur Radio League) website for more info.
