What is an F-3-1 visa?

I know that an F-3 visa is a dependent visa. And an F-2 is a marriage. A person with an F-2-1 can work. So does the same apply to an F-3-1?

F3 (any variety) is a DEPENDENT FAMILY class visa.

LEGAL work can be allowed BUT requires the prior application to and approval of immigration before commencement of work.

Hm, my husband was told by a prospective employer that he didn't need anything.
