Here's some info I found in a newspaper yesterday:

There has been a dog registration program in place for a few years in the seven cities of Suwon, Seongnam, Anyang, Bucheon, Goyang, Uijeongbu, and Namyangju, and starting this year another ten cities will join: Ansan, Shiheung, Gunpo, Uiwang, Paju, Yongin, Gwangmyeong, Osan, Pocheon, Dongducheon.

The basic concept is this: if you have a dog 3 months or older you have to get a microchip put in and that's free, but if you don't you're fined 300,000 won. It's to help find lost dogs as well as prevent people from adopting puppies and throwing them away when they're not so cute anymore.

RFIDing your dog is a good idea, and when I get a dog (which will be whenever I have a proper yard) I'll do it too. But from what I understand people who kidnap dogs (to sell, to eat, or to hold ransom) know how detect and remove the chips, rendering them useless. That said, it's still a good idea if the dog gets lost.
