Canadian Criminal Record Check while abroad

Need to get a Canadian CRC while abroad here in Korea - not for a Korean visa, but a South African study permit.

My mother went to get it from my hometown, which she did a few years ago, but they told her the rules have changed and now it is looking like I either have to go back to Canada or wait like 16 weeks for one if I can fill out all the paperwork here and send it over.

Anyone get a Canadian CRC done while abroad recently? What does the embassy say to you? (They sent me a PDF about applying to the RCMP and local police stations - nothing about getting it done there!)

options:
a) Wait for the RCMP one by mail,
b) order one from the Winnipeg police service,
c) or send a limited power of attorney to your mother authorizing her to get one on your behalf from the local police service (requires embassy notarization from here CAD$50) plus any fee the local police service charges).

Where are you from in Canada? If you're outside Manitoba make sure the SA Embassy will accept the Winnipeg crc. It's definitely the fastest option.
