Getting Degree Notarized/Authenicated Outside of Canada

Hi
I am currently visiting my husband's family in the USA and am preparing my documents to return to South Korea....does anyone know if it is possible to get my degree notarized and then authenticated from the Korean Embassy in the USA or does it have to be done in my own country?
Do the same rules apply for the criminal record check?
