With the new visa regulations in place, can I transfer my visa without having to submit a nortoraized copy of my degree?

Not now. You missed the cutoff (yesterday).

Now it needs to have either:
a) an apostille (not an option for Canadians),
b) a K-consulate certification (from the K-consulate in Canada) or
c) verification by the KCUE.

Pick one.
