hi all,
If any of the forum experts can please advise,
once i have the F3 visa confirmation number, how long then will it take the korean embassy in manila to process her F3 spouse visa?

Usually 3-4 working days if she has the visa confirmation number.
Arrive around 8am.
Wait in line to get up stairs. She will need to leave some ID at the door (not her passport).
When she gets up stairs, line up, fill in the application, wait for a spot in the waiting room, her number gets called, take her stuff to the window. She will need her passport, a couple of passport photos, 2500 pesos for the fee, and the filled in application form, and visa confirmation number.
Hand it all in to the clerk behind the window, get the receipt for her passport (it will have the pickup date) and leave.
Go downstairs, pick up her bag and ID from the guard.
Go home ( or to to a hotel if she is from out of town).
Wait.
Return on the date indicated on her receipt for passport pickup.
Go to the airport and fly to Korea.
Fill in the immigration arrival card and customs card on the airplane.
Go through immigration entering Korea. Hand in the immigration arrivals card and get her passport stamped.
Pick up her bags, go through customs (nothing to declare line), hand in the customs form, go through the glass doors, meet her husband, get a kiss and go to her new home.
TWO BIG NOTEs:
Make darn sure that she has her CFO sticker BEFORE she applies for the visa. She WON'T be allowed to leave the PI (PI immigration rules) without it.
Note that she will also have to pay p750 for the airport tax and p1620 for the travel tax (at the airport) before they let her through the outbound immigration/passport control at the Manila (or Cebu) airport.
I think I got it all.

can i please ask,
to apply for the visa issuance number, i will need to supply a certified marriage certificate. We have NSO copies of the marriage certificate - these are the copies issued by the philippines national statisitcs office (philippines civil registry) which are on the security paper. is this acceptable? or does that then need to be certified? |

That is what we used when we got the F3 for my wife and they were just fine.
We were not asked for additional (Phils) embassy certification or legalization in Korea.
Take a photocopy as well (they will take the copy from you and return the original NSO copy).

Hi depth,
I'm from Manila. Just to share what I did to get here in Korea.
I applied for a tourist visa instead of the F3. Me and my husband prepared all the necessary documents which includes bank statements, invitation letter, my husband's documents, cfo certificate, passport, etc..
Went to the Korean embassy to submit the documents and waited for about a week for the visa release.
The same day I got my visa, we bought my plane ticket for Korea. ^_^
Before the expiration of my C3 visa, we went to immigration to change my status to F3. Paid about 60 or 80,000 won for revenue stamps. Left my passport there for about a week, then immigration delivered it to our apartment, with my new ARC card. 
I hope this helps. I'm not really sure which one is easier/faster, but this worked for me.

The visa confirmation number process will take 4 days longer but require much less in the way of paperwork and hassle.
Both work equally well. If she is in Manila and you don't mind paying for 2 visas then do the C3 /F3 route.
If she is not from the NCR then get the confirmation number here and then you only need to pay for 1 visa (the F3), spend less time in a hotel in Manila, and she gets her ARC soon after she arrives and no extra conversion fees.
