What is Russian cuisine like? Is it mostly meat-based?

why anyone would purposely look for Russian food is beyond me

it's so bad that the line for the first mcdonalds there had over 30,000 people

That's largely because they had shortages of meat back then and it was (and to some extent still is) trendy to eat at McDonald's.

I've eaten Russian food. I liked it. In fact I liked most Slavic food from that region.

Good list.

I'm a bit suspect though for 2 reasons.

1. Just because a restaurant has cyrillic script on the front doesn't indicate that it is Russian, infact it is usually a Koreanized version of something that may vaguely resemble Russian food.

2. I'd say the Dongdaemun "Russian" establishments are out numbered by the Mongolian ones about 10 to 1.

Where are the Slavic Restaurants?
I am a 4th generation Serb and would like to learn more about

The restaurants are not Mongolian in the Dongdaemun. They are generally Uzbek (2) and Kazakh (1), and there is one that is more Russian styled restaurants. All of those restaurants carry Russian food. So, you have a Central Asian-Russian cuisine at those places except for this one that is more of a Russian restaurant and also serves stroganoff.
