The good thing is, many politicians have promised free Wi-Fi throughout Korea. You can get it free in many places like Starbucks, beaches and certain chain retail outlets. |

Direct extra financial cost on them due to your usage of their network? Probably not. Indirect costs? Possibly, if you get them into some kind of trouble or choke their connection to the point where they aren't getting what they pay for.
There's obv a moral question here but you didn't ask for a lecture on morality, and I wouldn't claim to be in a position to give one  |

Ask the apartment manager
Can you be charged for using a WiFi that is within range of your computer if you know the code but aren't patronizing the business at the source of the WiFi? |

Charged financially? Charged legally? If a hotspot / router owner makes their password available (e.g. to customers in a cafe) and doesn't adopt a more responsive system (e.g. daily password changes, temporary unique login codes or blocking MAC addresses of known freeloaders) then a few hangers-on during opening hours is presumably just something they have to live with. Again, this only really becomes an issue if people are unreasonably choking the connection or draw the attention of the authorities to the account holder. |

My router set up page is only in Korean and I can't quite figure out how to secure my wifi. Though the only places in range are a haitai beverage truck dispatch building and a junk filled (and I do mean filled, it's quite amazing actually) old lady's house. |
