I'm looking to buy a second hand zoom (or macro) lens for my Rebel. If anyone has one for a decent price, or could even make a recommendation on what I should look out for I'd really appreciate it.

I used to have 550D and the best lens for that camera is 17-55/2.8 no questions. That said is about 1K USD. For beginners kid lens 18-55 IS is pretty decent. All depends on what do you want to take picture of. Best line up would be:
EF-S 10-22
EF-S 17-55
EF 70-200 F/4.0 IS
EF-S 60 Macro
If you don't have/want to spend money you might consider
EF-S 18-55
EF-S 55-250
EF-S 60 Macro
Plus couple primes: 50/1.8 and 85/1.8 |

I have the 18-55mm and the 50 mm 1.4. I love it (obviously, it rocks) but prime lenses aren't that great for versatility. I'm taking a trip soon and want a good 'all around' lens that isn't going to cost a month's salary.
Thanks for your input though, doing some research. |

Only 2 good all around are the mentioned EF-S 17-55 and EF-S 15-85. Both are much more expensive. I was very happy with 18-55 IS, as long as it was plenty of light available. If you don't want to take second mortgage, I would stick with 18-55 IS and add whatever FL you need, be it 10-22 or 55-250. If 10-22 is also too much, you can get Samyang prime 14/2.8 which is very good at landscapes, not so good for architecture shots. |

I noticed you didn't mention the EF 28-135mm IS. Is there some reason I shouldn't consider it?

EF 28-135 is OK lens on FF, on Rebel series it becomes 45 mm, a bit too long for being all around lens. Also being F/3.5-5.6, is too slow to be much better choice than 18-55 IS which you have. If you have same money to spend (~300 USD) I would recommend either EF-S 55-250, or EF 85/1.8, both giving you much different options from you have now.
