When are those public school teachers, who finish their contracts before school starts (February), asked if they want to renew again? Are they asked at random times, or within a specific period?

Completely depends on the school and how on-the-ball your district is. Last year, I didn't have to officially decide until January.

Normally two months before your contract is up.

Sometimes, your boss might get angry if they offer a renewal and you decline. They might go as far as to in effect blacklist you from the country by giving bad referrals to future Korean employers. This actually happened to my friend. He eventually got another job, but he was turned down a few times based solely on that bad reference.

So if you don't plan to renew, let them before they make their decision. That way, you take it out of their hands.
