The best course of action is for the seller to deliver the vehicle to YOUR area, then both of you report to the vehicle registry office TOGETHER.
Even if this seller is a Korean national who can issue his/her 'registered seal certificate' (which substitutes for the seller's presence), things can still get complicated with all the paperworks and tax issues.
Plus, you need to have a car insurance under your name when you report to the registry office. But if the vehicle in question has an older version of 'regional' license plate from outside of YOUR region, license number/plates have to be changed to a newer version at the time of transfer. (which the registry office will take care of) Check with the seller first, then with your insurance company, if it applies.
In short, have the seller bring the car to your city/district registry office. Other ways only complicate things. |
