This form is a bit confusing. I just started my third year in Korea and did not file taxes back home (US) for the past two years. Before I moved here I was in school and not working. Should I request certification for the past two years or for the last year that I filed a tax return in the US?

Being your 3rd year, you're not eligible for exemption any longer, so it's moot.

i never submitted a form, so unless i do so now my school is going to take back taxes for the past 2 yrs
