In April I will fall victim to the GEPIK budget cuts.

What I'm wondering now is, what is the best way to go about finding a job (public or hagwon) in my neighborhood? I have various activities/connections in my city that I am involved with and would rather continue living here than in some other anonymous suburb.

I know that there are hagwon and public school jobs opening all the time. It seems that my references from a local school would be more valuable to a principal/manager than some random person who is still in their home country.

If you have a good relationship with your co-teacher then use their help to check on the other schools in your district who will need replacements.
You could also try your district (city office of education) or the liason there to find an opening in your area.

If you are NOT in good with your co-teacher then network with other NETs in your area to see who is moving on and where the openings are.

If you don't get along with anyone then try a LOT of recruiters to find something in your area.

Do public schools ever hire directly without a recruiter these days? I would love to just interview in person with a principal/co-teacher at another school in my town. Is this realistic?

I've heard it happen.
Hagwons would be much easier. If you have any friends who work in the area (that work at good schools), ask about openings. Schools would jump at the opportunity given they could skip out on the recruiter fee.

ALL of my public school positions were direct hires by the school

and

I have, on occasion and when requested, assisted several of the school in our district find replacement teachers instead of going through the GEPIK lottery.

It is not uncommon.
