When I bought my iPod Touch 4 at Yongsan, the guy ripped me for a charger too. 30,000 Won. So I guess you could get one there. Get off the subway and exit into the mall hallway, enter main electronics door with all the cameras, etc., the iPod shop is just to the left, ground floor.
