Hmm. There are municipal shelters located in Incheon, but I don't think they usually take volunteers (although after 10 days the animals they take in are up for adoption). and scroll down to select Incheon to see what animals they have.
If you would like to volunteer and don't mind traveling to Seoul, there are a couple shelters / animal clinics that welcome volunteers:

Korean link on Daum: http://cafe.daum.net/kittenshelter). Located in Seobinggo Yongsan.
Dr. Pet, a vet clinic in Gangnam Gu which boards rescued dogs, cats, and the occasional rabbit or hedgehog, too. (more info at http://www.animalrescuekorea.org/forums/showthread.php?t=1592)
Also, every Saturday a group of volunteers trek down to Asan to volunteer at a private shelter. The shelter is home to over 200 animals, cats and dogs, big and small, that are looking for homes. The website www.animalrescuekorea.org is actually a good place to go to ask this same question. There are quite a few people on the site who are pretty knowledgeable, and might know of more shelters closer to where you live.
