Can a notary at a bank be used to notarize our documents within the USA?

My Secretary of State sent me emails stating that county clerks in my state do not notarize documents - it is no longer a process in my state.

That leave bank notaries.

My Secretary of State says that a bank notary is a government employee by proxy and will be accepted by the Korea consulate.
