Visitors Not Allowed to get Chinese Visa in Korea?

I have a friend who is staying with me for 3 weeks, then plans to visit China and around Europe on his way home. He didn't need a Korean visa since he's staying for less than 30 days. However, I've heard that you cannot get a Chinese visa in Korea without an ARC and/or a permanent address (and obviously he doesn't have one)

Is there no way a US citizen can get a Chinese visa in Korea as tourists?

It is even worse than that, I'm afraid; you can't even get the visa if you have less than 6 months left on your Korean work visa.

Unless something has changed, of course. This change in visa issuance from China only happened a few months ago. If possible, your friend should get his visa for China before he leaves his home country.

Have your friend go to Hong Kong to get his visa for China. It will just take one day for him to get his visa.
