Relative Clauses and Appositives: Necessary and Unnneccessary info?

I know what a relative and appostibe is, but I really get confused on determing neccessary and unnnecessary informtion need for proper punctuation. The more I study this the more confusing I find it. I find a lot of disagreement there among colleagues and even on internet resources.

Here are some examples with relative clauses:

The second day of Pongal is for rain which they thank for helping the rice grow. I would say this is unneccesssary info and needs a comma.

Tet is a special time when Vietnamese people celebrate the Lunar New Year. I think this is neccasry info because it makes me want to know why it is special.

I am probably wrong on this, but curious what everyone thinks.

Is this one of those areas, like comma use, where there is a lot of disagreement?
