Metal railings

They're installing metal railings along the streets in Nowon. I've seen these a lot in Seoul and Osaka. I can't recall seeing metal railings between the sidewalk and street used so much, if ever, in North American cities I've lived in/been to.

I've been trying to figure out what their purpose is. They generally seem like a pain in the arse when you're trying to catch a cab or you want to step into the street to get around a phalanx of slow moving old people or school girls locked arm in arm. The best I can figure is a) they keep people driving up on the sidewalk to park b) they keep people from blocking a lane of traffic by setting up a semi-permanent road side store out of the back of their pickup truck. I guess they also keep kids from running out into the street too.

I've seen them with banners that say, "No jaywalking" so I think they're to keep people from crossing in dangerous places.
