Has anyone received rice in the mail?

Unbeknownst to me, a surprise care package was sent to me via UPS containing a tiny bag of organic long grain brown rice.

It's now at Incheon, and I've been informed that I can't receive it, unless I pay money to have it inspected, or pay money to have it incinerated--200,000 krw. Otherwise, I can't receive the rest of the package, which contains nothing of real monetary value but it does have enlarged photos, letters, and things I do want.

UPS would charge the sender $153 to mail it back.

Weird, my mom sent me cheese and sausage and they sent the sausage back to the States free of charge and repackaged the cheese and sent it on to me.

huh, my mom sent me cheese and sausage and it made it through just fine, although she works in a post office and may know how to get around international customs...

Why would you pay for incineration when you could get it inspected?

Would it cost any more for it to be inspected?

I have no idea. Maybe it depends on what kind of sausage it is or where it's from? Technically cheese isn't supposed to get through either, but they sent that on, so I really don't understand.
