Skype is the only one you listed that I can recognize. When I got to the Google Voice site, I got this message, "Thanks for visiting Google Voice. We're not yet open for users outside the US, but are planning to expand our service to additional countries in the future. "
So, based on this, it's safe to rule out Google Voice for the time being. The SK on Skype sounds good if the overall cost is low. Is this going to mean you can use this on the subway? Think about the strength of the signal and importance of having a cell phone in your daily activities. What are you going to be using it for?

Based on this, I conclude you won't have much use for it unless you are in Seoul or coffee shops. My preference is to get the cheapest phone plan with the cheapest phone, and then use a desktop at home. I have had very bad luck with wireless networks, so everything is wired directly cable to internet outlet (good speed, and I don't have to grow gray hair before pages load). For me, this gives me best of both worlds. I can use the internet with the best performance, and I can spend the cheapest for phone calls (a lot of people online can be free to talk to, whereas if you use the mobile phone you might have additional costs).
If you have the latest mobile phone and are willing to pay for the convenience of bypassing the need for a computer, then the SK thing might be worth it. However, it seems like you might not get full service and will have to wait at times before you get into a "wi-fi zone". A simple netbook and coffee shop would be my solution to this instead of setting up the pins to later hope my mobile phone will work. If it doesn't, then I am stuck with the coffee shop option and will pay more.
