It seems that cheap women shoes in the 10-20k won range are ubiquitous, but I have yet to see anything under 50k for men. Furthermore, it seems like all shoes are either vans/converse, dress leather shoes or fluo sports shoes.

Is there anywhere where it's possible to pickup male shoes in the 10-25k range that are decent in EUR 44-45 size (that's within normal availability in most stores).

frankly, I doubt it...I've been trying to find decent shoes for years, and it seems that every time they have something that I would wear, the shoes r too small or just too expensive. I just paid 140 grand for a pair my wife approved of...
the worst are those silly pointed toes dress shoes...when they come in my size, they look like elf shoes.
in some underground markets I have found ok stuff for around 50 thou
