means you still need the blessing of your employer (LOR) or you can't transfer. Nothing is really new.
The ability of the employer to (now) make you work at multiple locations without prior approval of immigration just means more E2s will get screwed by adding additional transportation costs and extending work hours without additional compensation by making them work at multiple locations.
The change in the E2 - re-entry permit policy has been discussed at length.
