I just wanted to post this because this information may help someone. There are discounts available plus the website says that check cards are available for foreigners with ARC's. Read the information below-

On December 20th, Korea Tourism Organization (KTO) launched the Korea Pass with which tourists may pay for various travel-related expenses such as transportation, accommodations and shopping. Korea Pass consists of three different types of cards: credit, check and pre-paid. Prepaid cards and check cards are available for international visitors while credit and check card are for local residents.

Cards may be purchased in 50,000 KRW; 100,000 KRW; 300,000 KRW; and 500,000 KRW increments and are available at airports and select businesses (Lotte Mart, 7-Eleven convenient stores, etc). The card, which is now available locally, will also be on sale overseas in countries such as Japan and China. Foreign residents with an Alien Registration Number are eligible for check cards issued at any Lotte Card issuers including Lotte Department Stores.

Just like other credit cards, Korea Pass is accepted at any credit card merchant. In addition, card holders may enjoy other benefits such as discounts at Korea Pass merchants nationwide, travel credits (for credit & check card users), and specialized travel services such as discount coupons (for pre-paid card users) at participating tourist destinations. To further promote the use of Korea Pass among travelers, KTO will stage a wide range of promotional events while also increasing the number of Korea Pass issuers.

They have been around in one form or another since the world cup (2002).

They do not work (or at least did not) work on-line and won't work abroad.

If you read the fine print on the application they are restricted (except in the case of the credit card) to use within Korea.
