In a word, NO.
Under the new immigration rules it MUST be a national check.
If you are from the states it MUST be a FBI check.
IF you are from Canada then RCMP check (they used to accept municipal checks (like the Winnipeg Police service but there is some doubt now as to whether or not they will accept anything not issued by the RCMP even though Winterpeg checked the national database).
If you are from the UK, Ireland, SA, NZ or AUS then national checks are required as well (but I think in all those cases the local constabulary is the national police service).
