Do recruiters make money off hiring you (commission) or are they full-time / part-time worker / salary? If they get commission, wouldn't they just hire anyone to get money, except people with background check problems of course?

Recruiters dont hire. They shop applicants to employers. An inked contract earns them a commission. End of story.

The schools tell them who they want to be employed - if the recruiter hires someone that the school doesn't want, the school can easily cancel the visa and refuse to pay the recruiter. Thus, it's in everyone's best interest to hire reliable, applicable candidates.
