What is up with people mixing up ' and "?

' = Foot
" = inches

You do not have a 42' TV. You do not have a laptop with a 17' screen.

42' is 42 feet is 12.8 meters.

If you don't know what feet and inches are use centimeters. If you're from the US and mix up ' and " please go back to elementary school. (I'm specifically mentioning the US because it's just about the only country that still uses the Imperial ("English") system of weights and measures.)
