It's just an art centre. Nothing that leads me to believe it would be blocked here. And http://www.downornot.com/ reports that it is not down.
I tried hotspotshield but it was waaayyyy too slow. Couldnt load the page after about 4 minutes so I just gave up.
Any ideas?
My girlfriend needs to access the site to do some research for school. |

Hasn't worked since she first tried to access it this past september.
Called the centre and they said it was working fine on their end.
Plus, if that website(downornot.com) can access it from servers in other countries it makes me think the website works just fine.
I can load a google-cached instance of the home page, but it loads so slow it's still not worth it for the research my girl needs to do. |

Networking is about knowing the way in both directions.
DNS resolves so that tells me I know where the website is
Tracert actually heads out, and get's beyond the local ISP so that tells me that my ISP knows where the remote network is.
Tracert dies on the way there which tells me a remote server may not know how to get back. Networks are fragile and a missing route, poisoned route, or some minor confusion could cause issues at the local level but take a long time to catch because the problem lies in a place that doesn't normally access the location so it takes a long time for someone from there to try accessing it and realize there is a problem.

Seems like there may be a network issue near them. It is possible a local router has lost it's way to Korea, but with few Korean visitors going there, and even fewer knowing what to do about it, it's unlikely to get fixed. SK had a similar problem last fall. I talked with a rep there, and they did something (like readvertising the route) which caused the remote routers to update and the problem to be fixed. |

You've made me start thinking of a distant future where technology evolves to the point that humanity still knows how to use it, but no longer understands how it works. Like magic.
So is there anything I, as an individual in Korea, can do about it? Call the centre and tell them to take a look at something...? |

Yes. You can call your ISP and ask them to look into it. Tell them you've contacted the website and they seem to be up and it seems to be accessible elsewhere, but you've been unable to get through to it. You'll probably be the first customer who has mentioned this to them. They'll check it from their center, and then if they can't get at it, they'll likely investigate try and determine the problem and see if it's possible for them to fix. If it's a missing route, they'll like try to republish it, or contact the remote ISP to report the issue to them. |

Seems like they may be acknowledging that they have some issues now? At least that's what I get from the "redesigning" mentioned on their homepage.

and then scroll down to the bottom to click on the sitemap. at least you are able to access some info that way, even though it's still annoying.

Not sure if either of those will help or not. I'd be emailing them to get what you need. Even if it's a lot slower, at least it'll likely get you what you need and may lead them to getting their site working internationally. |

Which I guess is the same thing that you did crossmr.
Then the lady told to contact whoever it is in LA where it is dying out. But didn't tell her how to get ahold of them.
Plus it seems like the place where it died out was different in your test. So would getting ahold of this hosting company(if that's possible?) solve anything? |

Emailed that company and they directed me to www.titaninternet.co.uk
That site wouldn't work either.
I emailed support and they said:

Technically it would be, but it might be more trouble than their willing to go through. I find it odd that they're getting a high number of "attacks" from Japan and Korea. |

Cool, thanks cadurling. I was a bit wary, but it works great. (Can't get me here though http://www.uriminzokkiri.com )No sneaky things going on in the background with this program? Hotspotshield always liked to redirect my browser.
Here's the response I got when I requested they unblock my gf's IP.
