Did you check the DLA website?
http://www.dla.go.kr/english/index.jsp

process for a NEW license:
http://www.dla.go.kr/english/01_info/info06.jsp

I had a Korean friend who paid about 700k to get hers from a drivers hagwan.

I did mine two months ago.

You can find the nearest location n the DLA website.

Bring your ARC card and your passport. Bring 5 Korean passport sized pics as well.

Step 1:
Eye test (vision and color)
"Safety Class" - you watch a video on road safety (subtitled in English) and a quick review of the test course objectives.
Written test in English (I passed without studying).

5,000 Won

Step 2:
Test course - this is the "mini road" course at the testing center. It is a set course and you will have to perform a predetermined set of skills. This test is, I believe, the same at every testing center. It is all computerized, you are in the car alone. You can watch the video of the test on the DLA website so that you can memorize what you have to do.
15,000 Won

Step 3:
Road test - they take you out on the road for your final test. Again, this is a predetermined course. They usually have three courses (A, B and C). You have to memorize them all. When you show up for the test, they will tell you which course to drive and off you go.
- Get a Korean friend to help you find the course maps on the DLA website. Go out and drive them prior to the test if you can.
20,000 Won

If you pass every think, they will print your license up on the spot (you'll need Korean passport sized photos for this - bring at least 5).
6,000 Won

Total cost: 41,000 Won

I just use my USA license. I got stopped by a Korean cop at a checkpoint and gave it to him. He looked at it, my insurance and didn't bat an eye. Didn't say a word about a Korean license, I've been driving in Korea since 2005 (not that I necessarily enjoy it, mind you!)

I was under the impression that you just had to go to one of the offices, turn in your driver's license from home, take some test on a computer, and they give you a Korean license. Then when you are ready to go home, you go trade it back for your driver's license from your home country.

Is that something else?

My friends did it and it allowed them to rent a car and drive it around.
