I have been in Korea for about 2 years now and my F-4 visa expires at the end of next month.
I currently teach English in the city of Paju, and would like to know where I have to go, how much money I need, and what documents I need to bring in order to renew my visa.
I also married my Korean wife in the last 17 months, so do I need to bring all of my marriage documents?
Do they issue me a new visa (meaning, do I need to provide an up-to-date photograph), or do they just renew the current one which I carry around in my wallet?

Do you want to stay on an F4 or switch to an F2 then ultimately, F5?

I plan to renew my F4 visa soon. Where, when, and how is the information that I am interested in right now.
I have heard ("at least on paper") that I am eligible for an F5 visa in 2 more years due to (Blissfully, so) my Korean wife.  |

The where is easy. The list of k-immi websites and areas of jurisdiction are available on their website or call them 1350. It is based on your place of residence. http://www.immigration.go.kr/
I think you will find that you may need to switch to an F2 prior to your changing to F5 (but this (F4s and changing) is NOT my area of expertise and I may be wrong).
Documents: Again, call K-immi since you are married to a K-national and they may want you to change your status.
Typically, to extend your status of sojourn with no other changes in your status you need proof of employment (or proof of funds), ARC, passport, application and fee.
