just got here.
want to open an account which i presume you can do without the ARC.
Any recommendations on which bank to go with in Seoul?

You need an ARC. Many foreigners seem to prefer KEB for better customer service but let others answer that question.

I agree w/ KEB. Most foreigners I've talked to agree that it's the best combination of service, locations, and ease of transfers (if you want to send money home).

I have accounts with both KEB and Woori. Woori sucks, but if you're going to be living in Seoul, they have the most branches and atms. You'll end up paying less in atm fees.

There are no fees at all for withdrawals with IBK. You can take money out at all other banks ATMs free of charge. Domestic transfers are also free. Saves you time and money.
