Where to get measurements in Korea

Can anyone suggest non-Seoul places where I can get measurements for a tux? I need inseam, out seam, waist, shoulder, forearm, and shoe size. It's ok if its in cm, I can just convert it.

umm... tape measure (1000 won at any department store or chunwon store) and a friend?

Any dry cleaner or laundry shop (they also do clothes alterations).

Any tailor shop or dress shop in the country.

I thought so, but would do they know all the right techniques? I'm also a bit worried about jacket size. It's hard to measure without trying on a few in the right range.

By the way, I need a place near Anyang or Ansan in Gyeonngi-do
