If you hand in your ARC at Incheon and ask the immigration officer to cancel your E-2 visa, does that *immediately* clear you to apply for a new VIN (assuming you have the necessary paperwork)? Or is there a waiting period of some sort? Does the old school have to confirm your departure with immigration before they will issue another VIN?
I've heard people say that you have to wait until your old E-2 expires unless the school issues an LOR, but I don't think that's true...is it? |

The school has to cancel your visa.
If you cancel your visa that way, then you will not be able to apply for a new PIN number until your current contract expires.
That is why you need the release letter. |

UNTRUE
Exiting without turning in your ARC will NOT cancel your status of sojourn and you WILL have to wait till your ARC expires to begin the application process again.
Handing your ARC as you exit Korea has the immediate effect of canceling your status of sojourn.
You are free to begin the E2 application the SAME AFTERNOON if you desire. You can return to Korea as a tourist and start again or you can do it from abroad.
Exiting without turning in your ARC will NOT cancel your status of sojourn and you WILL have to wait till your ARC expires to begin the application process again.
You only need the LOR if you intent to try to TRANSFER your sponsorship to another employer.

Can you double check this for me ttompatz? You seem to know more than anyone on this board.
About 4 months ago, a friend tried to apply for a new job in Busan. The immigration office would not allow him until his previous school gave him permission.
He had cancelled his visa at the 6-month point before he went home.
Has something changed or am I missing something? I hope you're right as it would make changing jobs so much easier. |

If they are not allowing a new application till the old contract expires then either:
a) he didn't turn in his ARC.
b) he had an older (multi-entry) visa from the US and the visa was not actually canceled when he left.
(old rules)
c) the recruiter actually didn't check with immigration (as in apply and get declined but simply refused to deal with it rather than do the work).
Somebody missed something.
and yes, the rules changed on Jan 1 and it is now even easier to change jobs.

so--just to be clear--handing in the ARC is sufficient in and of itself? immigration doesn't need to write anything in the passport (like--"CANCELLED" on the visa, or something)?
this isn't for me (i like my job), but i have a friend who's looking to switch hagwons. she started last summer, and she got the multi-entry visa (i know those are irrelevant now), so i'm wondering whether she should have the immigration official "void" the visa just to cover her bases? but maybe it doesn't matter... |

If she is concerned she can ask them to stamp "void" on the old visa on the way out.
