If I come to Korea on an E2 can I apply for an F4 within the country. I'm half-Korean, born in the US, and my mother was adopted from Korea when she was a child. She has adoption papers, but she does not have a hojuk family registration. I'm going to attempt to track it down once I get to Korea.

If you can find the paperwork, then YES, you can change your status after you get here.
