I just read a couple sites, and both mentioned that it's possible to open a bank account without an ARC. Only a passport.

Anyone know which banks they are talking about?

afaik you can open just a simple cash-card withdrawals only account with just a passport. The teller's will tell you to go away only because it's a hassle to do it with just the passport and not an ARC.

Find a bank of your choice and keep bugging them.

You need an ARC at KB Bank. At least you did when I opened my account.

Not true. I used a passport to open an account there before having an ARC

You can sign up at Nonghyup Bank with just a passport. I did this last week.

I opened my account at Shinhan Bank with my US passport. But they may have made an exception for me because I'm a Korean American. Worth a shot?

Yup all you need is a passport to open an account with most banks: KEB, Shinhan, KB, Woori, etc. BUT you can only get an atm card. They won't give you a debit card (Cause you can do installment payments) unless you can show them an ARC.

Banks don't make debit cards, they get them from credit card companies. And Credit card companies won't give you a debit card unless you have an alien card or someone with a Korean id to co-sign with you.

I have a BC card with Hana bank and i opened my account with just my passport..It works fine in restaurants and stores and stuff.

Actually you cannot do installment payments on a debit card.

There is no legal reason you cannot receive a debit card. But when you open with a passport most bank officers will refuse you this service.

Some banks my even refuse ATM and Internet Access for 3 months if you open with just a passport.
