I am teaching prepositions today and some of the abl prepositional clause structures are quite confusing even to me.

I just naturally switch back and forth between At and On when it comes to using them with phrases like "every level"

I know "on every level" looks more correct on paper but at every level is what I hear more often in conversations.
Is it something like "On my behalf" being more popular than grammatically correct "In my behalf" ?

The meanings might be slightly different depending on the context.
"On ever level" could be referring to floors of a building, and it might be more natural to say "there is a bathroom on every level". However, I might be referring to fire extinguishers in the stairwell and say "As you go down there are extinguishers at every level"

But if we were talking about levels in say martial arts, I might say "At every level you get a new belt"

There is no set rule and it depends on the context of what the level is and what you're referring to in relation to that level.

At every level: Hypotheically sized object or area. "We have middle management at every level of our business"

On every level: Literally there actually something on every floor, step, rung, level, whatever. "There is a dead hooker on every level of this building. Gentlemen... good luck."

Different coteachers ask me this every year, "turn right on First Street" or "turn right at First Street?"

I get all sorts of explanations why one is right and the other is not.

Well..for me the first one implies you're already on first street..the second one implies you turn right where first street meets your current road, but perhaps it doesn't go all the way through (say a T intersection). Turn right "onto" first street would be a very clear way to indicate that one is supposed to start travelling on first street.
