Is your dog under control off a leash? Given the motorcycles on the sidewalks, the groping of females on the subway, and the suicide rate, just go to a park and let your dog run if it's not harassing people. I hike on mtns in and near Seoul and dogs are off leashes now and then. |

Here we go again, another person concerned about the law. Just in case you have not noticed, no one cares about what the laws are. They are virtually unenforced, and even if an effort is made to enforce a law it will be a pathetic effort. Just let doggy run around to his hearts content. |

^that was rather ill advised since you didn't know anything about my situation.
a controlled environment is a must since my dog is not road trained nor docile toward other dogs so there you 'go'...
i guess he'll have to do with a 25ft of leash. |
