With most if not all PS contracts there is an option available to NETs to
opt out of accepting the school housing. Should an NET wish to get their
own housing - the NET puts down the 5mil+ key money deposit on their
own - does the NET have to pay the housing security deposit as well?

I understand a stipend in the amount of 400,000won is provided to an NET who wishes to find there own housing. This is simply a monthly money transfer to the NET and such a transfer thus doesn't provide the school with the leverage to take the housing security deposit.

Here in Incheon, with school housing , the housing security deposit is a deduction of 250,000won from salary for each of the first two months of the contract [500,000won total]

*should the school help the NET by providing the NET with a portion of the
key money, then perhaps it's possible the need for the NET to pay the
asked-for housing security deposit.

If the NET opts for the housing allowance, the NET is responsible for paying the key money.

The NET is also still responsible for paying the housing deposit (the monthly deductions for the first two or three months) to the school.

The school may help with the key money or waive the housing deposit, but it is up to them and not likely in either case.

=> understood

=> don't understand this point. The NET signs the new housing
agreement themselves. Their school does not.

Perhaps, the school then makes an agreement to pay the monthly housing allowance directly to the apartment manager themselves RATHER than giving the allowance to the NET and letting them pay the monthly
rental fee by way of a bank transfer each month. In effect, taking the control out of the hands of the NET. It shouldn't matter where the source of the monthly rent comes from as long as the rent is paid monthly.

Does the school acting as the legal sponsor for the NET factor into this?

The school puts the monthly allowance in the NET's hands. Then the NET pays the rent. The school is generally not involved with the landlord at all.

The housing deposit that the NET pays to the school, stays with the school until the NET is finished their contract. Normally, they say it's to cover possible unpaid bills or damages to the school provided housing. In the case of a NET providing their own housing and taking the allowance, they will still want the housing deposit for sponsorship liabilities, damages, runner insurance - it doesnt matter what reasons they give, they will want it.

If you can't talk them out of requiring it and have that clause removed from the contract, you have two choices: Pay the deposit to the school or find a job at a different school.

It's not really that big of an issue, you get the deposit money back when you complete your contract anyway.
