Just like the title says, Does the US Embassy in Seoul offer apostille service for fbi criminal background checks and university diplomas?

Big time no. You can do it yourself by going through the instructions on the US Dept of State's website OR you can do what I did. There's a company in Houston, Texas that has an employee on the ground in DC. This guy walks into the State Dept and walks out a few days later with the apostille. It is, evidently, several days faster than if you sent your docs directly to the State Dept...though it does cost more.
