Korean moms pay the hagwans. Korean moms want their son/daughter to have a white face. Hagwan owner hires the white face.

I think many would prefer that hagwans and elementary schools shift the focus towards quality rather than cheapness and looks (including color, sex and age preferences), but the hiring is done by Koreans business owners (thus cheap) based on the preferences of their customers (thus young caucasian girls).

And Q-ski, what's your name on koreansentry?

Ethnicity culture and language are entirely too monolithic in RoK, and anything involving social interaction takes three times longer than it should b/c everything is viewed as a "cultural" difference.

Why would the hagwons want to hire caucasians if the (management thought that the) mothers didn't want caucasian teachers? After all, hagwons are businesses and they want to cater to their clientele.
