My fiance is going into an Education program at a university in Canada. The program requires him to get a CRC from all countries he's lived in for more than a year. Does anyone have any idea how to get a Korean criminal records check? What can he say when he goes to the police office so there's no confusion about it not being visa related?

There wont be any confusion since it doesn't matter what it's for. It's free and takes about 5 minutes from any larger police station. However, it will be provided in korean and you will likely need to get it translated for use outside korea.
If there arent any english speakers at the station, you can call the interpretation service when you are the station or bring along a korean with you.

When I went to get my fingerprints taken at the main police station in Incheon, they took my ID card and ran my Korean criminal record check at no charge (and the fingerprinting cost nothing as well, even though I had 5 sets taken because I'd heard that the FBI was very picky with prints and I didn't want to risk having to send another $75 Fedex envelope.) We went to the CSI unit and it took about 30-40 minutes, but we spent a lot of time doing fingerprints.
