Countries not supporting US policies in my opinion is not the crux of the issue. The issue is misuse of the money given to the countries. For instance building a Arch De Triomphe look alike with concrete that was delivered to the country to build an airport runway etc. Go to Cambodia and Laos and look at all the nice brand new cars people drive around. Who's money pays for that? Stuff like that is a serious problem.

If the money going to a country is used for building the economic infrastructure of that country then that country is more deserving of the money, regardless of how friendly they are.
