Where do I go for a certificate of employment? It's required for a job I'd like to apply for, but obviously I'd not like my current employer to know I'm looking for jobs. |

If you don't tell your employer you are looking for another job, you are asking for trouble. You get a certificate of employment from your employer.

Tell your employer that you need it for your (USA/Canada/UK/etc) taxes. It's a new requirement. Taxes in your home country are very confusing blah blah blah. I did that whenever I needed anything in writing.
"It's for my US taxes... Oh yes, we need to have proof of vacation time because vacation is taxed in my country."
Easy.
Still, you might want to let your boss know that you're looking, because it's likely that possible employers will call your boss, even if you ask them to be discreet. There was a thread about that recently. |

In fact you can expect your potential employer to call your current employer. That would be normal of them as they will typically want to talk to a reference.
Not telling your current employer you are looking may be a bad idea. |

You get it from the employer you worked for/are working for.
They are obligated to provide it under the labor standards act.
They may charge you for "processing it". Fees of 100-1000 won are common.
